Born in 1964 in Keratsini, he graduated from the Ionideios Model High School of Piraeus.

He holds a degree from the Department of Primary Education at the University of Athens. He completed his postgraduate studies at the School of Economics and Political Sciences of the University of Athens in Political Science and Sociology, specializing in Sociology. He pursued doctoral studies at the University of the Peloponnese, in the Department of Political Science and International Relations, focusing on “Political Influences on Local Government Sports Policy after the Metapolitefsi.”

From the academic year 2013–2014 through 2018–2019, he taught at the Department of Social and Educational Policy and the Department of Political Science and International Relations of the University of the Peloponnese. Haris Theoharis is a prominent Greek politician currently serving as the Deputy Minister of Foreign Affairs, specializing in economic diplomacy and international trade.

Born in Athens in 1970, he earned a Master of Engineering (MEng) in Software Engineering from Imperial College London. Prior to his career in public service, he worked extensively as a high-ranking manager and consultant within the private technology sector.Elected to the Hellenic Parliament with the New Democracy party, his distinguished public career features several key leadership roles. Stefanos Gkikas is the Deputy Minister of Maritime Affairs & Insular Policy and was born in Corfu in 1960. He graduated from the Hellenic Naval Academy with Distinction. He is also graduate of the US Navy Operational Training Center in San Diego, USA. He has a Master’s Degree in Electrical Engineering from the University of Monterey, CA, USA, a Master’s in Strategic and Defense Studies and a Master’s in Naval Science and Strategy. He speaks English fluently. He has also knowledge of French language.

As a Naval Officer, he served on board HS "LEMNOS" (Frigate F-451) and participated in the ship's important mission in the Persian Gulf (1991-1992). He also served as Commanding Officer of HS "ANNINOS", a Missile Patrol Boat during the IMIA crisis (1995-1996) and as Commanding Officer of HS "SALAMIS" (Frigate F-455), Flagship of the Hellenic Navy (2003-2004). From 2000 to 2003, he served in the National Military Delegation of Greece at the NATO Headquarters in Brussels. From 2004 to 2007, he was Spokesperson and Director of Information and Press at the Hellenic Ministry of National Defense.

In July 2007, he resigned from the Hellenic Navy with the rank of Admiral (L.H.) and entered into politics, joining the New Democracy Party. He has been honored with the highest awards and commemorations provided for his rank. During the period 2010-2014, he was appointed by the then President of the New Democracy Party, Antonis Samaras, as Deputy Head of the National Defense Sector of the Party. In July 2015, he was appointed respectively, by the next President of the Party, Vangelis Meimarakis, as Deputy Head of Tourism.

He was elected Member of Parliament representing Corfu, (New Democracy Party) in the elections of January 2015, July 2019 and May and June 2023. He served as Vice-President of the Standing Committee on National Defense and Foreign Affairs of the Hellenic Parliament, Secretary of the Standing Committee on Armaments Programs and Contracts, Member of the Standing Committee on Production and Trade and Member of the Special Standing Committee on Environmental Protection. He also served as Member of the Hellenic Parliamentary Delegation to the Inter-Parliamentary Union (IPU), to the NATO Parliamentary Assembly and as Chairman of the Parliamentary Friendship Group with the United Kingdom. He regularly writes articles for press and electronic media. He has two daughters, 25 and 29 years old.

Stavros Avgoustides was appointed Ambassador of the Republic of Cyprus to the Hellenic Republic on October 2, 2023.

Additionally, on May 14, 2024, Mr. Avgoustides presented his credentials as Ambassador of the Republic of Cyprus to the Republic of Albania, with residence in Athens, and since March 6, 2025, he has also been accredited as Ambassador of the Republic of Cyprus to the Republic of Georgia, again with residence in Athens.

He was born in Nicosia in 1972 and is the son of the retired Lieutenant General Loukis Avgoustidis. He joined the Ministry of Foreign Affairs of the Republic of Cyprus in 1998 and has since served in various diplomatic missions abroad as well as at the headquarters of the Ministry of Foreign Affairs, representing his country at both bilateral and multilateral levels.

During his diplomatic career abroad, he served as Ambassador in Riyadh, Kingdom of Saudi Arabia (2019–2023), Ambassador in Sofia, Bulgaria (2014–2018), General Consul in Toronto, Canada (2009–2011), Chargé d’Affaires a.i. in Sofia, Bulgaria (2006–2009), Consul in Athens, Greece (2002–2006) and Deputy Head of Mission / Consul in Damascus, Syria (1999–2002).

At the Ministry of Foreign Affairs in Nicosia, he served in both the Protocol and Consular Affairs Divisions (1998-1999 and 2001-2014), in the EU Affairs Division (2001-2002) and as Head of the Middle East Department in the Middle East and Africa Division (2018-2019).

During Cyprus’ Presidency of the European Council (2012), he successfully chaired the European Council’s Working Group on Counsular Affairs (COCON).

In July 2018, Mr. Avgoustides was bestowed by H.E. the President of the Republic of Bulgaria Rumen Radev with the Order of the Madara Horseman – First Class, for his significant contribution to the establishment, strengthening and development of bilateral relations between Cyprus and Bulgaria, as well as for his efforts and support in raising awareness and funds for local and international charity organizations assisting children in Bulgaria.

In September 2018, the Mayor of Sofia, Yordanka Fandakova, awarded him the “Coat of Arms of the City of Sofia” for his contribution to strengthening bilateral cultural relations, his involvement in the cultural life of the Bulgarian capital, and for promoting culture and creativity.

Kyriakos Iordanou assumed the duties of Permanent Secretary of the Ministry of Energy, Commerce and Industry on December 2, 2025.

Previously, he held the position of General Manager of the Institute of Certified Public Accountants of Cyprus (ICPAC) from January 2012 to November 2025. During this period, he had overall responsibility for the management, advancement and supervision of the accountancy profession in Cyprus, as well as for the representation and promotion of ICPAC across various institutions, bodies and organisations in Cyprus and abroad.

His professional career commenced in January 1995 in the banking sector. He subsequently worked as a financial controller in public and private companies, as well as a financial and business consultant for companies in Cyprus and abroad, until April 2004. In May 2004, he joined the Human Resource Development Authority of Cyprus, initially as an accountant and later progressing to the position of internal auditor, where he remained until the end of 2011.

Moreover, during the period 2019-2021 he served as President of the Parallel Parliament for Research, Innovation and Digital Governance. Manolis Koutoulakis is the General Secretary of the Ministry of Maritime Affairs and Insular Policy, overseeing Aegean and Insular Policy. He holds a Degree in Spatial & Urban Planning and Regional Development and an MSc in Spatial Planning and Regional Policy. He is a PhD candidate in International and European Relations at the University of Piraeus, focusing on the spatial and economic impacts of European policies in Greece.

Dr. Panagiotis Grammelis is Director of Research at the Chemical Process and Energy Resources Institute of CERTH (CERTH/CPERI). He has 25 years of experience in energy production and environmental issues, specializing in the utilization of alternative fuels and low-carbon energy technologies. He is leading the Laboratory of Environmental and Energy Transition Technologies and has been the scientific responsible in 178 research projects with a total budget of 64 million euros, funded by the European Commission, the General Secretariat for Research and Innovation (GSRI), Regional Authorities, and international industries. He manages the erection and operation of the first H2 technology part in Ptolemais – Western Macedonia, funded by the Greek Just Transition Fund. From 1985 to 2001 he served in key operational posts across major Greek port authorities and directed Press & Public Relations at the Ministry of Mercantile Marine. Between 2001 and 2003 he was Deputy Maritime Attaché in New York, followed by his appointment to the Olympic Strategic Security Center for the Athens 2004 Games. He later led national directorates on Port Police, Port Development, Port Infrastructure, Fisheries Protection, and Marine Environmental Protection. His responsibilities included port master‑plan oversight, inter‑ministerial coordination on port privatization, operation of the Port Planning and Development Committee, and Greece’s participation in drafting the EU Directive on offshore oil and gas safety.
